Dual Operating System

This dual system can make leadership more natural and acceptable anywhere in the organisation so that it is better able to handle the faster and more complex world you live in. This can require a cultural change that has equal focus on all stakeholders (especially staff at the lower levels of the organisation) and identifies the changes in the marketplace as they happen, ie
"...people recognise that the only way to keep up with the increasing flow of relevant information is to tap into the insights and ideas of all of one's staff, not only those designated as leaders or managers, or small groups of 'go-to' employees..."

The simpler and clearer cultural value, principles, rules, regulations, etc are the better. This will encourage people at lower levels of the organisation to take on informal leadership roles, ie outside the hierarchy. This requires an adaptive culture (the more details, see elsewhere in the Knowledge Base), ie
"...opportunity focus, positive emotional orientation, inclination to think broadly, and biased towards action to capitalise on opportunity..."

NB Need to realise that your triggers to which determines how you react in different situations are based on your past experiences and context. That is why people respond to the same situation differently, depending on their past experience.
