Framework 184 Complete Participatory Planning Process (basic participation framework)
Introduction
There are 4 stages in the complete participatory planning process (CPPP) (see below table):
i) preparing for planning
ii) developing the planning context
iii) creating the strategies
iv) implementing the plans
| Stage 1 Preparing for planning |
Stage 2 Developing the planning context |
Stage 3 Creating the strategies |
Stage 4 Implementing the plan |
| Assessing the reasons for planning - internal factors impact - external factors impac |
Analysing the external environment - external stakeholders (includes collaborators) - competitors - events - trends - opportunities - threats NB involves collecting data |
Stating the vision for the future - hopes and dreams - term (3 - 5 years) - practical |
Preparing the action plan - specific, measurable accomplishments - catalytic actions - focused campaigns - co-ordinated timelines - budgeting |
| Clarifying the planning objectives - expectations - results - scope - group |
Analysing the internal environment - internal stakeholders - history - accomplishments - setbacks - resources - strengths - weaknesses NB involves collecting data |
Identifying the underlying obstacles, etc - obstacles, barriers and roadblocks - underlying contradictions, imbalances, tensions, etc |
Forming the implementation structure - ongoing committees - special task forces - coordination team |
| Establishing the planning roles and guidelines - determine amount of participation by whom - select a representative steering committee - leadership develops the guidelines - consultant/facilitator - resources available (includes expertise) |
Clarifying the mandate, purpose and mission - basic mandate - purpose and mission - reason for being |
Creating the strategic directions - timelines (12+ months) - practical -implementable |
Monitor and tracking results - tracking action - action reviews - breakthroughs and gaps |
| Designing the planning process - focus question - methods - time - space |
Objectifying the primary values and philosophy - guiding principles - basic ethics -operating patterns |
Designing the implementation scheme - priorities - phasing - action projects |
Learning and evaluation - review objectives - review actions and campaign - review implementing structures |
